| The VOWB is a non-profit organisation, the statutes of which appeared on June 11 1992 in the official newsletter: Bijlage van het Belgisch Staatsblad. The last amendment to these statutes is dated February 24, 2006 (annex of the "Belgisch Staatsblad". |

General Assembly
|
| The General Assembly has the highest authority within the association. All working members of the association have a seat in it. By statute, the General Assembly convenes at least once a year in order to approve the account, the budget and the general annual program. In order to enhance the democratic function of the association, the General Assembly meets more frequently (usually four times a year), concurrent with the meetings of the Board of Directors.

Board of Directors
|
| By statute the Board of Directors consists of maximum fifteen members, appointed by the General Assembly. The Board has to be convened at least two times a year. The university libraries and the higher education libraries have the same amount of seats. The mandate of a member of the Board of Directors runs over a period of 4 years. The mandate of the current Board expires on December 31, 2011. |
