History
The VOWB is the successor of the Study Group of Scientific Libraries which was founded in 1984 as part of the Flemish Inter-University Council (VLIR).
In so doing, the university libraries entered the new political reality in Belgium in which some scientific research and all educational concerns fell under the authority of the Communities.

Started as a division of the VLIR, the first assignment of the Study Group was to promote coordination between the Flemish university libraries.

Little by little, the other scientific libraries in Flanders became convinced to join in the activities of the Study Group. The Flemish government, partly responsible for the funding of the Study Group, also aimed towards integration of the scientific library work across all types of libraries.

On January 13 1992, the Study Group became a non-profit organisation with the name of Vlaams Overlegorgaan inzake Wetenschappelijk Bibliotheekwerk (VOWB) or Flemish Research Libraries Council. Ever since it has led a second, independent and extended life.
